I have opportunities to lead the successful implementation and conversion of every major system and technology project throughout the County, all with varying user groups and each presenting its own unique challenges.
With few exceptions, all major projects we undertake must meet one or more of the following strategic criteria we have defined for our organizations technology operations:
Optimize resources (hardware, personnel, financial, time, etc.); provide scalability
Provide more services and features to the organization and citizens
Increase uptime, resiliency and business continuity of production operations
Increase server, application, and network performance and speeds
Maximize cyber-security posture
Leverage existing core competencies and software solutions
Standardize equipment and services provided and administered
Increase proactive support and reduce support response time
Reduce operational costs for individual services, identify symbiotic solutions
Identify and leverage symbiotic and synergistic solutions
A few notable examples of projects I have successfully led are:
Network Refresh: Complete redesign and refresh of the entire network infrastructure across all sites and campuses. Implemented a centralized software defined network (SDN) solution to increase efficiency in network administration, management and troubleshooting. Deployed a standardized wireless access solution enabling wireless roaming capabilities for end users simplifying connectivity across all locations.
Monitoring and Helpdesk: Implementation of network monitoring software to proactively track and alert IT staff of networks and systems in real time allowing for faster identification and resolution of outages in both networks and applications. Also, implemented web-based helpdesk ticketing, IT asset management, and IT contract management solutions for greater transparency and increased efficiency in IT support operations.
Network Service Agreement: Negotiated a Master Services Agreement with our local telecommunications provider to establish fiber connectivity to all facilities across the County. The delivered greater network stability and uptime, allowed for faster connectivity across our sites (1Gb/s+), and dramatically reduced operational costs for the County, and consolidated billing which simplified accounting and A/P for the Finance department. Read more about this in FAQ #3.
Phone System Upgrade: Conversion from a legacy telephone system to a more robust SIP telephone system that offered more features and services to end users, such as conference calling, automated answering systems, and video calling while simplifying administration. This project was executed in-house and leveraged an open-source platform, generating nearly $100,000 in savings.
Billing Software: Conversion of our Tax Billing and Collections software from a SQL based solution to an AS400 based solution and developed the mechanisms to integrate data conversion from the Assessment and Appraisal software into the Tax Billing software system.
Auction Application: Implementation of the first ever Tax Sale program that allowed for the first ever Delinquent Tax auctions with auctioneer dashboard, online bidder registration, and payment collections annually since 2014 generating over $4 million in additional revenue for my organization
Email System: Conversion from a legacy on-premises email solution to Google cloud based email providing more services and uptime.
Website Integrations: Developed mechanisms to integrate public access to information hosted across different platforms which allowed end-users to traverse from online parcel maps, to online assessment records, to deed and plat records with just a single click.
Website Redesign: County website redesign to a mobile friendly website that provide public access to information in a simpler format that looks and feels like an app on a mobile device whilst converting and integrating online applications and other forms to online forms to streamline communications from the public to County officials.
Surveillance Systems: Complete take-over of all surveillance operations within the County, now owning and administering over 250 cameras at 20+ sites and growing; by bringing surveillance in-house we implemented standardized equipment simplifying administration, troubleshooting, and support as well as end user access and generating an estimated savings of $50,000-100,000 when compared outsourcing.
Server Virtualization: Complete virtualization of the entire data center from physical servers to 'host' servers and a SAN storage system that allowed IT to maximize physical server resources and increase availability of all server systems via failover clustering.
Backup System: Implementation of a state-of-art backup and recovery system with offsite storage systems replacing a legacy tape-drive backup system.
PROJECT PORTFOLIO
Here you will find most of the larger projects I have championed and managed that align with the strategic objectives of the organization and the technology department. This is not an all-inclusive list of projects I have led, but include those that aligned most with our strategic objectives and impacted the largest number of users, if not the entire organization.
During my time in college, I also participated in a number of noteworthy projects:
Cartwright Case: Lead a team to perform an in-depth investment analysis of four properties based on many factors, including cash flows, return on investment, capitalization rate, and risk scenarios.
Team Oana Relocation: Consulted the investment firm, Team Oana, through thorough marketing research, applied geographic information systems, and investment analysis of potential properties to relocate their business operations; the company chose to relocate based on our recommendations.
“The Apprentice” – Winner: A mock, semester long Apprentice facing various consulting challenges and development projects that ended with a one winner out of 25 students.
