Plan, organize, & direct all technology programs, functions, & activities for Colleton County Government.
Identified and developed opportunities for strategic enhancement of services that resulted in hundreds of thousands of dollars in savings for the organization.
Designed, developed, and deployed state-of-the-art network infrastructure with centralized management and wireless roaming capabilities across campuses and remote sites, simplifying network administration/maintenance and end-user connectivity.
Perform regular updates and security audits of network, application and cyber security measure and backup, recovery, and disaster plans to provide the highest level of security and resilience to business operations possible.
Manage all technology staff to meet the growing needs of technology within our organization. Providing training, delegating and planning project teams, maintaining work standards, resolving employee issues, hiring new employees, and recommending promotions and salary increases.
Continuously analyze needs in a growing and changing work environment to identify and integrate solutions, developed project plans, and oversee execution. I serve as a senior member on task forces and committees participating in the County’s strategic planning and economic development efforts and on county-wide policy and management issues as well as the primary project manager for any technology project within the organization.
Prepare and manage the department’s budget and the budgetary processes for all projects involving any implementation of technology throughout the County (i.e. new computers, new software applications, audio visual, phone systems, security systems, server upgrades, etc.).
Negotiated a 7 year Master Services Agreement for network connectivity with local Telecommunications Cooperative saving the organization 66% less than rates previously charged generating an estimated savings potential of $4-5 million for network connectivity to all 90+ sites over the 7 year period.
Recovered from a full-scale ransomware attack that compromised all internal servers and storage systems; approximately 35 servers and 24Tb of data were lost but fully restored within 2 weeks of the attack. No data loss occurred, all major business systems were restored within 3 days, and no ransom was paid.

Responsible for the administration, design, creation, maintenance and support of the County’s enterprise Geographic Information System (GIS). Work involves decision making in the design and architecture of spatial databases; development and deployment of desktop, mobile and web-based GIS applications; performance of complex spatial analyses and the distribution of end results. Coordinate GIS related projects with County departments and outside agencies. Perform related and other work as required.
Supervise the coordination, development, implementation, operation, and maintenance of the County’s GIS system; provides management of all GIS related projects and activities.
Provide technical expertise and end user training to County staff.
Ensure development and maintenance of all County GIS data and associated products.
Oversee GIS system installation, configuration, maintenance and documentation.
Evaluate hardware and software for GIS systems and makes recommendations for improvements.
Perform research and analysis; supports special projects; monitor GIS system utilization and recommend appropriate revisions to processes and procedures; design and implement user applications for geographic information systems.
Present application or project results to management and users.
Serve as an adviser on technical aspects of GIS implementation.
Promote the County’s Mission to make Colleton County GIS data the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribe to the Vision and Values Statement adopted by the County.

Develop and administer County SQL Geodatabases for ArcSDE and other internal applications. Develop GUI/applications and perform related programming as required for participating departments and agencies. Provide guidance and periodic training for staff and administration. Assist with the continued improvement and maintenance of GIS in cooperation with participating departments and agencies. Supervise other professional and support staff members. Perform other related work as required.

Maintain knowledge of latest database technology in conjunction with GIS technology including but not limited to software and application development. Research and recommend technical solutions and improvements.
Assist the IT Director in defining resource requirements and system enhancement needs for operational planning and budgeting; assist IT Director in defining appropriate GIS operational policies and procedures.
Assist in the implementation of new GIS through training, personal study, and research, becomes the department’s key technical resource for database management, applications programming, in-house training, etc.
Oversee/coordinate the building and maintaining of the GIS mapping web site.
Participate in public and private meetings concerning the GIS data, presents proposals to the community and provides explanations of the issues involved.
Perform routing system audits, maintenance, and backups, and helps coordinate vendor maintenance.

Worked so efficiently, that higher management requested corporate extend my employment contract; thus, I was worked an additional three weeks beyond my original three twelve month contract terms. This is a direct reflection of the agencies satisfaction with my work.
